# Balustrade Height Requirements: When Do You Need One?

When the NCC 2025 makes a balustrade compulsory, how high it has to be, and the gap limit that stops a kid slipping through — with a worked deck example.

## The requirement

A balustrade — the rule book calls it a **barrier** — is there to stop someone falling off an edge. Two questions decide everything: **do you need one**, and **how high does it have to be**. The rule book covers both (NCC 2025, clause 11.3).

**When you need one — the 1 m rule.** You need a barrier wherever the surface you stand on is **1 m or more** above the surface below it. Deck, balcony, landing, the edge of a raised floor — if the drop is a metre or more, a barrier goes in. A lower drop does not trigger this clause alone; other safety requirements may apply. This is the “1 m rule” you’ll hear on site, and it’s the heart of the balustrade rules.

**How high.** The smallest barrier height depends on what you’re standing on:

The bit everyone gets wrong is **where you measure from**. You measure barrier height from the surface you stand on — the finished floor or the decking — up to the top of the barrier. Not from the ground below. Not from the bottom rail. On a stair you measure straight up from the **nosing line**. That’s the straight line that touches the front edge of every step. Don’t measure off the top of each step. Measure from the wrong place and a barrier that reads 1000 mm on your tape can still fail.

Above a big drop the gap rules get tighter. Once the fall is **more than 4 m**, gaps still can’t let a 125 mm ball through. On top of that, the barrier can’t have anything a child could climb like a ladder in the **150 mm to 760 mm** zone. Below 4 m, the ball test is the one to watch.

## Work it out by hand

You’ve built a deck. The highest point of the decking sits **1.1 m** above the lawn. Does it need a barrier, and how high?

1. **Check the 1 m rule.** 1.1 m is more than 1 m. So yes — you need a barrier along the open edge.
2. **Set the height.** It’s a deck floor, not a stair, so the smallest height is **1000 mm**. Measure it from the decking surface up to the top of the rail. The 1.1 m drop to the lawn doesn’t come into it. A top rail set at 1000 mm above the boards just clears the limit. Build to 1020–1050 mm and you’ve got room for the rail flexing and a dodgy tape.
3. **Check the gaps.** Space the balusters so a 125 mm ball won’t pass — a gap of about 100 mm gives you a buffer. The drop here is 1.1 m, well under 4 m, so the 150–760 mm no-climb rule doesn’t apply. Keep horizontal rails out of the design anyway and it’s a non-issue.
4. **Where the deck meets its stairs**, the barrier can drop to **865 mm** down the stair flight. Measure that from the nosing line. Across the landing it steps back up to 1000 mm.

So: barrier needed, 1000 mm off the decking, 125 mm max gaps. These are the main dimensions in this example. Check the full barrier detail, including its structure and fixings.
