# Indonesian Building Rules: One National Rule Book

Indonesia has a national building framework, referenced SNI standards and local requirements. Check the current instruments and site rules. Unverified figures in this hub do not prove that no national rule exists.

## One rule book for the whole country

Indonesia builds to **one** national framework. There’s no province-by-province or city-by-city technical code — whether you’re building in Jakarta, Surabaya or a village outside them, the same national requirements apply. Provinces and cities do issue their own *Peraturan Daerah* (Perda) covering permitting and administration, and some restate a figure or two locally, but the technical numbers a chippy actually sets out on site come from national instruments.

Two kinds of national document carry the numbers:

- **Peraturan Menteri PUPR/PU** (Ministerial Regulations from the Ministry of Public Works and Housing) — these set out the actual building requirements: stair rise and going, ramp gradients, handrail heights, foundation principles.
- **SNI** (*Standar Nasional Indonesia*) — the national technical standards, published by BSN (Badan Standardisasi Nasional). SNI standards carry the detailed design methods and figures for things like concrete strength, rebar cover and ventilation rates, and are referenced *by* the Peraturan Menteri rather than standing alone as building law.

## Where the numbers come from — and where they don’t

Some figures are genuinely fixed nationally: a stair’s rise and going, a ramp’s gradient, a handrail’s height. Others are deliberately left **design-driven** rather than fixed — a foundation’s depth, for instance, is set by your site’s ground conditions and a geotechnical investigation, not by a number printed in a regulation. Some figures in these guides remain unverified against current full texts. That does not prove no national rule exists. Check the project rules, local requirements and site conditions before relying on a size.

One more thing worth knowing before you rely on any figure: several of the national instruments behind these pages date from 2006 and 2017, issued under an older Building Law framework. Indonesia’s current Building Law and its 2021 implementing regulation may have produced newer ministerial regulations that restate some of these figures — always confirm the current instrument on [pu.go.id](https://pu.go.id/) or [peraturan.bpk.go.id](https://peraturan.bpk.go.id/) before you sign off on a job.
