than the set minimum. But it never states that minimum. It points to local
bylaws instead. The &lt;strong&gt;2.4–2.8 m&lt;/strong&gt; figure you often hear is not a confirmed
national rule.&lt;/p&gt;
&lt;p&gt;So who sets the number? Your local government does. Many provinces and cities
restate a ceiling height in their own &lt;em&gt;Perda Bangunan Gedung&lt;/em&gt;. Check with your
local permit office (&lt;em&gt;Dinas PUPR&lt;/em&gt;) for the figure that applies where you
build. Do not design to 2.4–2.8 m and assume it is law. It may match your
local Perda. your ground instead. The footing base must sit on soil that can carry the

&lt;p&gt;Why no frost rule? Indonesia is tropical all year, so the ground never
freezes. Cold countries make you dig below a frost line. There is no such

&lt;p&gt;A stair has to fit the space. It also has to stay easy to climb. That is
