The requirement
Japan sets one fixed minimum ceiling height for a habitable room (居室): 2.1 m (2,100 mm), measured from the floor. That is Enforcement Order Art. 21 §1. It is a hard legal minimum, not a guide. No room size or use gets an exception.
Got a sloped ceiling? Where one room has ceiling parts at different heights, the average height governs (§2). Work out the average, then hold it against the 2.1 m figure.
No minimum room area. The Building Standard Law and its Enforcement Order set no minimum floor area for a habitable room. Seen a “minimum square metres per room” figure for Japanese housing? That comes from planning or housing-policy guidance, not the building code. One example is the Housing Master Plan’s minimum living-area standard (住生活基本計画の最低居住面積水準). It is not binding, and it is a different regime. Out of scope for a code check.
Light and ventilation checks
The Law and Order set baseline ratios, with exceptions:

The light ratio (1/7) starts as a general duty in the Law (Art. 28 §1). The exact fraction for each room type sits in the Enforcement Order, Art. 19 §3. For a dwelling’s habitable room it is 1/7. Use effective daylight area under Art. 20. This adjusts each opening for its light access; raw glass area is not enough. Since April 2023, a conditional 1/10 route is available with lighting that secures at least 50 lux at floor level. Confirm all conditions under the notice before using it. MLIT explains the change. The ventilation ratio (1/20) works differently. It is written straight into the Law itself (Art. 28 §2). A mechanical system can stand in for it, if it meets the technical standards the Order sets.
Japan also has a separate, mandatory mechanical ventilation rule on top. It is part of the sick-house (formaldehyde) rules that came in from 2003, under Enforcement Order Art. 20-8. A general mechanical system must keep an air-change rate of at least 0.5 times/hour for a dwelling’s habitable rooms, like bedrooms and living rooms. For other habitable rooms it is at least 0.3 times/hour. This sits beside the 1/7 and 1/20 ratios, not inside them. The mechanical rate can replace the 1/20 vent ratio. It never replaces the light ratio.
Work it out on site
Say you are framing a bedroom. You want to clear the 2.1 m ceiling minimum, then check light and air on top. The room is 4.0 m × 3.0 m (12.0 m²), with a flat ceiling framed at 2.4 m.
- Ceiling height. 2.4 m clears the 2.1 m minimum. Pass.
- Light. Using the usual 1/7 route, the effective daylight area must reach 12.0 m² ÷ 7 = 1.714285… m². Do not round that minimum down. Check each opening’s effective-area factor; this is not raw window area.
- Ventilation. The room needs an opening area of at least 12.0 m² ÷ 20 = 0.60 m². A mechanical system meeting the Order’s technical standard can stand in instead.
These are example numbers to show the steps. Your room’s real floor area and window sizes will give different figures.
