Here’s the honest answer: Approved Document C sets no minimum roof-pitch figure at all. There is no clause number or table to cite for the flattest you can lay a tile, a slate, or a sheet roof — because Approved Document C never states one.

Approved Document C — “Site preparation and resistance to contaminants and moisture” — is the statutory guidance to Part C of the Building Regulations 2010. Its scope is the building envelope as a performance outcome: ground moisture and contaminants under the slab, moisture resistance of external walls, and weathertightness of roofs in general terms. A full-text search of the current document turns up exactly one numeric mention of roof pitch, and it isn’t a minimum — it’s an unrelated insulation rule that treats any part of a roof pitched 70 degrees or steeper as if it were a wall.
